An early and interesting Northern New Year's appearance of this enormously important document, published as a response to President Jackson's Proclamation of Dec. 10, 1832, which threatened the use of force, if necessary, to uphold newly passed tariff laws. The nullification doctrine then prevalent permitted state governments to veto the enforcement within their borders national acts deemed by them to be ultra vires. Although Hayne had ceded his seat in the U.S. Senate to Calhoun less than two weeks earlier, as governor he here "defended the policy of the state with vigor... To Jackson's proclamation he replied... defiantly ..." --DAB. |
