Kuhlman, p. 41. Owen, p. 679. In this Reconstruction Constitution, Mississippi declared the act of secession void and slavery illegal, but the legislature was shortly to reject the 13th Amendment, and enact the "Black Code" to control the Negroes, even though Article VIII called for the legislature to enact laws "for the protection and security of the person and property of the freed-man of the state." When a "literacy test" was prescribed in the constitution of 1880, complete control by whites was regained.
