Regulations are printed in two columns per page, Russian text on the left hand side, English on the right. All foreign ships were to strike their topsails when passing by Russian cruisers, regardless of whether armed or not; ships drawing eight feet of water must not go to St. Petersburg; notice of all passengers and ballast must be given; duties on foreign goods are to be collected in Russian money.
