A native of Vermont, Hoskins graduated from Dartmouth and practiced law in Vergennes and Bennington, and Williamstown, Mass "An equality in rank and property has generally conduced among the citzens of Vermont to the cultivation of friendship and hospitality...The situation of the inhabitants in a new country places them nearest to a state of equality than can possibly happen among mankind."
