Shoemaker 10305 & 10093. Colden was the first chairman of the committee,and he drew up the report for the Society for the Prevention of Pauperism, but resigned when elected to Congress. The report was finished by Charles G. Haines. The report was a important step in the effort to abolish laws placing debtors and paupers in prison with criminals.
