Turner was born in Wisconsin and studied as an undergraduate at the University under Prof. William Francis Allen. There he undertook work on the manuscripts of Lyman C. Draper at the State Historical Society. Out of these initial studies came the material for his 1890 doctoral thesis at Johns Hopkins, here first published.
